Alan Lushnikov, President of Kalashnikov Concern JSC, believes that any prohibition and restriction in the weapons industry directly affects the quality features of combat weapons and, ultimately, negatively affects the security of the homeland. He stated this in the State Duma at the Safety of Educational Institutions in Modern Conditions round-table discussion. "Modern small arms used by the armed forces must be as trouble-free, powerful and reliable as possible. All this is achieved through the mutual transfer of technical solutions for civilian, service and combat weapons. A lot of technical solutions have been tested on civilian small arms before they were used in combat weapons," Mr Lushnikov said.


	According to Lushnikov, incidents involving the use of small arms in educational institutions always cause massive public outcry, which can be "extinguished" in the easiest way with another harder line and introduction of additional administrative barriers in the field of firearms. "But will new bans and restrictions protect against attacks on educational institutions? No, they won't, unless a comprehensive approach to the complex task of eradicating gun-related incidents in educational institutions is taken," he said.


	At this time, we should look at the source of the problem and not its consequence; we should not instill fear of small arms, but–on the contrary–do everything possible so that at the right time, every citizen of Russia is able to defend his or her homeland, he said. "A man with a gun is not a threat. A man with a gun is a defender of the homeland. And now it has become obvious to everyone."


	"We have to bring basic military training back to school. We have to create all kinds of opportunities for both in-school and out-of-school training, so that people are able to hone their skills, because it's a matter of survival in combat –&nbsp;plain and simple," he emphasized.


	According to Lushnikov, the special military operation uncovered a number of long-standing problems related to the control of weapons circulation. "We don't have the capability to maintain the shooting skills of the homeland mobilization reserve. This is evidenced by the level of training of those mobilized who were drafted. For 30 years, our shooting infrastructure has practically degraded: schools have not prepared the defenders of the homeland for three decades and refused to offer basic military training for ideological or other reasons. We, as a country, are losing ground in shooting sports, biathlon, practical shooting, and trap shooting. All these problems cannot be solved without a change in the approach to the industry regulation.


	The Kalashnikov President suggested considering the advisability of amending the law on media in terms of introducing restrictions on dissemination of information about crimes involving the use of weapons in educational institutions. "Those who commit assaults are usually mentally inadequate people. They seek to assert themselves in this way, and public fame very much arouses the desire to become celebrated in such a destructive way. Which is why, it is necessary to impose restrictions on dissemination of information about attacks on educational organizations since this contributes to false glorification of criminals."


	Standardizing the requirements for providing the educational institutions with security equipment is another important measure. "There is enough regulation here, but perhaps, some requirements for provision of equipment should be reconsidered. For example, introduce security equipment more actively, including the vandal-proof equipment with the capability to block the offender," suggests Mr Lushnikov.


	Finally, augmentation of the security services of educational organizations is another significant issue. "Let's be honest with each other: when a high school graduate comes in with a desire to shoot everyone, it doesn't start the moment he finds a gun somewhere, but much earlier: with that student being bullied. This is a serious problem. It must be dealt with at the level of requirements, and the most important thing here is to determine responsibility. There should be a professional: a marshal, or commissioner, or deputy in charge of education, who would be responsible for dealing with this. This is a very serious problem, and schools tend to ignore it, simply ignore psychological abuse cases. I can say for sure that this happens all the time. And this problem must be solved in conjunction with physical security, educational work, and assessment of student interaction with the news environment."

The Central Research Institute of Precision Engineering (TsNIITOCHMASH) has completed the manufacturing of a batch of Olimp-BI sports ammunition at the request of the Russian Biathlon Union. This is the largest contract for the supply of sporting ammunition over the last 5 years, the company says.


	The decision to sign the contract was made last year following the visit by the Russian Biathlon Union delegation headed by its president Viktor Maigurov to TsNIITOCHMASH.


	The Union representatives learned about the results of the effort to improve the Olimp sports ammunition developed and manufactured at TsNIITOCHMASH and the results of comparative tests of Russian ammunition and their foreign counterparts. General Director Oleg Morozov informed the partners that with orders in place, TsNIITOCHMASH is able to significantly increase the amount of sports ammunition manufactured.


	Given the sanctions against Russia, the issue of development of small-caliber ammunition for biathlon is now urgent both for the national team and for the regional federations, the Union believes.


	According to athletes, Olimp ammunition has always featured high wind resistance while maintaining maximum precision, resistance to low temperatures, and it is superior to its European counterparts in terms of quality.


	Experts believe the annual demand for ammunition biathlon in Russia is 7 million pieces.


	Background:


	The .22LR (5.6) Olimp ammunition has helped win more than 250 gold medals and set about 100 world and European records in the Olympics and World and European championships, and ISSF World Cup and Biathlon World Cup by the national teams.


	To achieve maximum results in sports and hunting, several different groups of the Olimp ammunition series have been developed both for sports competitions of different levels and for amateur and commercial hunting.


	Olimp-V is intended for important world-class shooting competitions.


	Olimp-Rubezh is intended for training shooting athletes, holding competitions, and firing practice.


	Olimp-O is intended for primary sportsmen training, firing practice, amateur and commercial hunting.


	Olymp-Bi is intended for important biathlon competitions.


	Olimp-Nord is intended for training biathlon athletes, holding competitions, and firing practice.


	Olimp-Zima is intended for primary sportsmen training, firing practice, amateur and commercial hunting in winter.


	Olimp-Ekspansiya is intended for primary sportsmen training, firing practice, amateur and commercial hunting.


	Olimp-Ispytatelny is intended for weapons manufacturers.


	Olimp-D is intended for shooting with hunting smooth-bore rifles of 12 mm caliber. It maintains maximum sharpness of combat action, best precision, and uniform pattern at negative 20 to positive 50&nbsp;°C.

The pistol designed by designer Vladimir Yarygin (PYa, GRAU index 6P35) was adopted by the Russian Army on March 21, 2003. It successfully passed all the range and military tests under the Grach research and development effort to create a modern pistol to replace the obsolete Makarov combat pistol.


	The pistol is designed to use the full range of 9x19 mm combat and sporting ammunition. 7N21 high-power armor-piercing cartridge is the main ammunition for the Yarygin pistol: it ensures the destruction of a live target in individual armor protection.


	Later came the lightweight modification of the 6P35-02 pistol which was also adopted by the Russian Armed Forces. The Yarygin pistol was upgraded in 2020: two modifications with plastic and metal frames were developed. The upgraded pistols feature adjustable scope, a Picatinny rail, improved ergonomics, and double warranty life. An additional model of the Yarygin pistol was developed for the 9x21mm ammunition.


	The Yarygin pistol is a service weapon of the Russian Army, Internal Forces, Ministry of the Interior, Federal Bailiffs Service, Federal Border Service, Federal Penitentiary Service of Russia, and the Prosecutor General's Office of the Russian Federation. The pistol is exported.


	More than 15 modifications of combat and civilian weapons were created on the Yarygin pistol basis, including the MP-446 Viking and MP-445 Varyag sports and training pistols, the MP-472 Vintuk service pistols, the MP-353 and MP-356 less-lethal pistols for various-caliber traumatic ammunition.


	Since 2003, the Izhevsk Mechanical Plant has manufactured more than 250,000 pistols, including the civilian modifications, based on the Yarygin pistol. MP-446 Viking sports and training pistol has become the most popular civilian model, with more than 56,000 units manufactured.

Mytishchi Machine-Building Plant (MMZ JSC) soon expects to sign a contract for delivery of a tracked training vehicle equipped in accordance with the customer requirements to a foreign state under the military and technical cooperation program.


	MMZ JSC pays great attention not only to the development of new models of tracked and wheeled vehicles, but also to the creation of training equipment for their mechanics and drivers.


	The main emphasis is on simulators for the driving process, also for different types of terrain. This is primarily done not to shorten the life of combat equipment and save fuel and lubricants when training mechanics and drivers. Simulators help gain primary driving skills and learn the general principles of the tracked machine control. However, it is difficult to fully master modern-day equipment without driving practice.


	MMZ JSC has developed the tracked training vehicles designed for this purpose to ensure comprehensive training of the tracked vehicle drivers. Unlike combat vehicles, the training process in the training vehicles is controlled by an instructor from a special workstation equipped with the necessary systems to ensure the safety of the trainees and accident-free driving.

The Federal Service for Accreditation (Rosakkreditatsiya) confirmed proper competence of the Russian Federation State Testing Station at the Central Research Institute of Precision Engineering (Kalashnikov Concern member) under GOST General Requirements for the Competence of Testing and Calibration Laboratories with its official letter. Following the resolution by Rosakkreditatsiya, the State Testing Station can continue its operations as an independent competent testing laboratory for certification tests of civilian and service firearms, ammunition, armor protection, industrial and special-purpose items.


	In accordance with the competence confirmed, the objective of the Russian Federation State Testing Station include the guidelines and metrological support of weapons and ammunition testing; testing of domestic and imported products for their strength and safety in accordance with the requirements of the GOSTs and the CIP (Commission Internationale Permanente) for the Brussels Convention for the Reciprocal Recognition of Proof Marks on Small Arms; providing services for examination of weapons, ammunition, and armor protection; consulting and technical assistance to domestic manufacturers of weapons and ammunition, etc.


	The state testing station was established at TsNIITOCHMASH in 1960. Initially, the state testing station of the Russian Federation was the leader in all types of state testing of sports and hunting weapons and ammunition for them. In 2009, the station expanded its scope of accreditation to test the means of technical protection, armored clothing, armor protection, special vehicles, bank security equipment, armored glass, etc.


	Over the past years, the station has carried out about 15 thousand certification tests of approximately 1 million weapons, over 7 thousand batches of ammunition, and almost 6 thousand items of armor protection.


	Following the order of Rosakkreditatsiya, the details about the confirmation of the proper competence of the Russian Federation State Testing Station at the TsNIITOCHMASH were entered in the Register of Accredited Entities.

Izhevsk Mechanical Plant announced the launch of its project to revamp the plant museum supposed to become a culture and tourist center on Izhevsk map. Sergey Shunin, its Managing Director, spoke about the project and its importance to the city and the republic at a press conference broadcast live to a wide audience.

	The hosts expect to use the competition to find the best creative concepts and multimedia solutions, which will help create a modern and stylish multifunctional space that tackles all the issues.


	The competition prize is 1 million rubles: the winner will receive 500,000 rubles, and the contestants who take the second and third place will receive 300,000 and 200,000 rubles, respectively. Both companies and individuals can take part in the competition.


	The concept development should include an original key idea for the exhibit, description of the key narratives, and the structure of the topics. The competitors will develop the functional plan of the museum space, a script and artistic concept of the exhibit, visualize the key design and multimedia solutions and draw them in the form of a presentation album for detailed evaluation by the jury of experts. The military attachés of Russia's friendly countries praised the products of Kalashnikov Concern companies during their visit to the Concern's shooting center in the Patriot Military Patriotic Park. The Russian Ministry of Defense came up with their initiative to hold the presentation. Military diplomats from Angola, Belarus, Vietnam, Guinea, Laos, Mongolia, Myanmar, Nicaragua, Serbia, Sudan, Tajikistan, Sri Lanka, Uganda, and Cameroon attended the event.


	The guests enjoyed a wide range of products of the holding companies: modern models of combat small arms, solutions in the field of dynamic protection, and equipment for special units.


	As for small arms, the guests saw and fired the Kalashnikov automatic rifles in the Ratnik line of military equipment: 5.45 mm AK-12, 7.62 mm AK-15, and 5.56 mm AK-19 assault rifle. 9 mm Lebedev pistols, 9 mm Kalashnikov PPK-20 submachine gun, and 7.62 mm Chukavin SVCH sniper rifle were of particular interest.

Kalashnikov Concern will take part in the EXPOTECHNOSTRAZH. Advanced Technology Day exhibition of modern-day technologies to ensure the safety of individuals, society, and the state, to be held on March 15–17 in St. Petersburg.
